HBIPS

 Psychiatric and general hospitals may collect and submit data for The Joint Commission's set of seven core performance measures for Hospital-Based Inpatient Psychiatric Services (HBIPS) in order to meet accreditation requirements. These measures include the following:

  • Admission screening for violence risk, substance use, psychological trauma history and patient strengths completed

  • Hours of physical restraint use

  • Hours of seclusion use

  • Patients discharged on multiple antipsychotic medications with appropriate justification

The Joint Commission Transmission

McLean Hospital has been transmitting results to The Joint Commission as an ORYX® vendor in the field of mental health and psychiatry since the ORYX® program began in 1998. CMS Transmission

The Affordable Care Act (ACA) requires facilities reimbursed under the Inpatient Psychiatric Facility Prospective Payment System (IPF PPS) to report Hospital-Based Inpatient Psychiatric Services (HBIPS) core measures to the Centers for Medicare and Medicaid Services (CMS) for the purpose of public reporting, payment updates, and pilot pay-for-performance programs.

Hospitals beginning CMS should look into processes related to Admission Screening, Restraint/Seclusion Hours, Discharge on Multiple Antipsychotic Medications, and Continuity of Care Communication. This is particularly important since changes to how information is organized in the medical record are often needed to aid in data abstraction for HBIPS. Data processed by eBASIS using TJC-approved custom program

  • Summary report provided to sites on a quarterly basis

  • XML files produced and transmitted to TJC on quarterly basis

  • TJC provides Target Report to sites directly
